Where can I find this item?

Can be found by chopping the Evergreen Tree at Level 1 Forestry.
I can get this from my Farm by planting Evergreen Seed at Level 5 Farming.

What can I use this item for?

Absolutely nothing! Which means you may as well just sell it.
